This is a terrible story.  Graft and corruption in Africa is rife, so this is not totally unexpected despite the severity of the crisis.  - The Angryindian

allAfrica.com: South Africa: Faulty Zalatex Condoms Recalled (Page 1 of 1): "The health department yesterday recalled all condoms supplied by Zalatex, after concerns about the quality of its products. Zalatex supplies condoms produced by Latex Surgical Products (LSP), and was alleged to have bribed an official at the South African Bureau of Standards to approve condoms that had failed to meet quality criteria. Condoms were a critical part of the government's bid to prevent the spread of HIV. The condoms were distributed free of charge. Up to 7-million defective condoms may have been released to the public, putting men and women at increased risk of contracting HIV, the virus that causes Aids."
