The names of victims that died in the World Trade Center on 9/11 will no longer be randomly placed around the pools of the memorial, as it was originally planned. They will now be grouped according to which tower they occupied and subsequently died in.


Under the new plan, firefighters and police officers would be grouped
by command or precinct or company€” but not by rank in a ribbon of
names on a parapet overlooking the south pool.
