Attacking terrorists in other countires

Does the US have the right to launch attacks in other countries (especially those who are allies in the war on teror)?  Will the US launch susch an attack on a Western ally? WIll the US accept and attack on its own terrority on the same pretext? Will the US accept civilan casualties while attacking a terrorist within the US?
