President Bush's 2007 State of the Union Address was certainly a departure from his previous addresses to Congress. Perhaps because this was the first of address Mr. Bush has made to a Democratic Congress, perhaps because his approval ratings have steadily gone from bad to worse, perhaps because he finds himself fighting for a legacy with little more to his name than an increasingly unpopular war.
