Cannes is known for its glitzy (did I really just use the word "glitzy"?) red-carpet premieres and lavish parties, but the real action happens at the film market. Here is where co-production deals and gap financing are arranged, allowing movies to actually get made. Case in point: three regional filmmaking bodies have agreed to a co-production arrangement to allow a freer flow of funding and work opportunities between them: this opens the borders to investors, actors, and production crews to go where the work is, and for filmmakers to work with top talent in the region.

Catalonia ICIC Film Institute, Germany's Baden Wurttemberg Film Fund and France's Rhone-Alpes Cinema Film Fund have struck a co-production alliance.

The accord will see the three regions -- Spain's richest, France's second- biggest regional film fund and the increasingly active Baden Wurttemberg -- team to promote co-productions and distribution, as well as exchange information and talent.

First step in strengthening the three-way alliance will be a producers meeting at the Cartoon Forum,Sept. 19-23 in Girona, Catalonia, said David Matamoros, co-production exec at promotion board Catalan Films & TV.
