Obviously the solution is to supply drugs to these addicts to make things safer for all of us. We already supply needles in some locales (it is a health risk after all); why not go the whole way and supply the drugs?
Seriously though, who knows of what quality these drugs are? If we can take the practice of back alley drug use into the light we will be saving countless of our sons and daughters!
Or cops could be allowed to do their jobs and arrest the tweakers. One or the other.
