Many feel treatment and rehabilitation is the answer, from my experience, 20 year jail terms are more effective in keeping these types off the streets, you would not believe how many I encounter time and time again, though they protest innocence, my past photos I take of their labs belie their innocence. Hence my belief, prison is the only answer.
