The missing links in Pakistan’s counter-terrorism policies are the absence of broad-based support for the government and its failure to engage in popular mobilisation on this issue. There has been no serious attempt to seek policy inputs from the political parties and societal groups that favour strong action against extremism and terrorism. As these parties and groups are not favourably disposed towards the government, the latter keeps them under check.
