The corrupt act he was accused of having committed in the importation of Australian cows for meat cosumption during the post-fasting festivities, Christmas and New Year 2001 had caused a loss of Rp11 billion to the state.

The importation of the cows was to be done by Bulog in cooperation with PT Lintas Nusa Pratama (LNP) and PT Surya Bumi Manunggal (SBM). PT LNP won the contract worth Rp5.7 billion to import 1,200 cows while PT SBM was awarded a contract for the import of 1,000 cows worth Rp4.9 billion. But the import of the cows was never realized although it had been paid for.

Widjanarko was also charged with having received commission money on the import of rice by Bulog in cooperation with Vietnam Southern Food Corporation in 2001-2002.
