"Most of the terrorists in Indonesia operated as part of strong networks with international linkages," Insp Gen Goris Mere, deputy chief of the detective and crime board at the Indonesian Police Headquarters, said here Wednesday.
Some of the terror convicts had been released after receiving special guidance from the police, he said.
The guidance was designed to prevent them from repeating terror acts that would harm the interests of the public, nation and state, he said.
Many terror suspects were still roaming the country because they had strong networks, he said.
