Known,  predictable and preventable abuse and profiteering (read racketeering).

The apprarent lack of sufficient training by EBT Card transaction processors,  lack of compliance by restaurants, markets and cafes and lack of vigorous, proactive enforcement by local and federal program regulators results in perhaps millions of dollars of annual losses of Food Benefits
by illegal charge made with EBT Card Holder accounts.

All from illegally taken sales tax, processing fees and surcharges from EBT Card Holders that buy food and beverages, around the country.
