Throughout all my research, I have yet to find such a comprehensive published draft of an islamic state constitution online. I am posting it in it’s entirety, as a means to have it documented and in turn archived on site.
If this posting happens to open any eyes, then a bonus will be gained.
In regards to the laws which apply to non-muslims, what would be the consequences if similar laws were applied to muslims presently living in an “kufr” state?

It is a hypothecial 'draft' culled from several Islamic sources. That foremost should be kept in mind.
To answer your question. It, if ever used as an official "Islamic constitution" would apply to any country, or state which Islam (Sharia) has gained control. Which would then be considered a "caliphate" Where non-muslims would be treated as inferior. A land where 'apostates' and homosexuals are executed. And women are treated as inferior citizens as well.
As it stands, several of the articles listed are already enforced in Islamic countries.
If one bothers to take the time to research Islam, and it's spread towards the West. One may then ponder, exactly how far and wide the so called "Islamic State may spread. If this so called "Islamic constitution" is any indication of things to come, if Islam does indeed spread and gain more of a foothold in the West. Life as we know it will disappear.
Contrary to what some may wish to believe, that is the goal.
All signs are pointing towards such as we speak.
