The photo, on unratedperez, is definitely NSFW or young children, and even though we are to believe that it is Kesha, it is hard to tell if it is as her face cannot be seen in the photo. 

The picture was taken from the female's point of view and it appears she was in the midst of receiving oral sex from the man but it could really be anyone. 

Kesha is no stranger to sexy photos being leaked of her on the Internet, but this instance comes just about a week after semi-naked photos of Christina Aguilera were leaked onto the web. She claimed that the leak was due to her computer being hacked by an unknown person, so Kesha may be the victim of a similar stunt.
