gentrifying a formally black city like the previous black mayor Anthony
Williams. It's interesting, Fenty's
Cabinet appointments include, a white female police chief, a white male
fire chief and a Korean American female schools chancellor -- all, of
whom were appointed with limited qualifications, and limited citizen
