NP Rank:
Montana town policed by mysterious security force
"Many fear that if martial law is declared in response to a flu pandemic or other emergency, private security forces such as APF will be used by the government to oppress citizens by operating outside of the law." Alex Jones, Prison Planet , Sep. 29, 2009
This is odd, and it is unclear what, if anything, it signifies, but it is something to be watched:
A private security force whose biggest role is helping the U.S. government to “combat terrorism” is now patrolling the streets of a town in Montana, acting as law enforcement but accountable to nobody and operating completely outside the limitations of the U.S. constitution in a chilling throwback to the brownshirts of Nazi Germany.
The American Police Force organization is a paramilitary unit that “provides surveillance, investigative, and military services across the world,” according to its website, which shows men dressed in military fatigues carrying machine guns.
“As part of our mission, APF plays a critical role in helping the U.S. government meet vital homeland security and national defense needs. Within the last 5 years the United States has been far and away our #1 client. Technologies, programs, and services performed by APF have played a very important role in U.S. military and civilian efforts to protect our homeland and combat terrorism,” the website states.

I think Montana citizens would not take too kindly being pushed around. Beside Montana citizens most likely out gun the security force anyways.

In 2007 the United Nations recognized the growing use of mercenaries and the trend toward outsourcing privatizing various military functions by a number of U.N. member states that resulted in the growing of private military and security companies. The U.N. study stated that many of these companies have been hired the U.S. State Department and Dept. of Defense resulting in a tremendous increase in the number of private military and security companies that were connected to the wars in Iraq and Afghanistan.
To meet the demand and fill contracts and make a lucrative profit these companies, through subsidiaries, created and fueled the demand in third world countires for former military and ex-policemen. These people are only accountable to the company that employs them, not the government.
The troubles exposed by the Blackwater debacle revealed a larger problem that systemically pervades the military, intelligence, and homeland security efforts. Therefore, reports like this in Montana are not surprising.
The use of these types of contracted forces here and broad are distinguished from government forces because they are not governed by regulations. They do not fall under the rules of war by the Geneva Convention . The records of private employees in war zones are exempt from scutiny under the Freedom of Information Act. And, unlike military personal , contract employees can quit their jobs whenever they want.
Privatization of military-type personal renders the government more susceptible to the influence of unelected private players serving their own interests who might be far removed from the oversight of the government and scrutiny of voters.
The changes in the contracting system instituted in the Clinton Administration and further in the Bush era transformed the contracting rules and undercut oversight, transparency and compeition. Now we are seeing the results the deregulations and procurment reforms on our home soil. Direction of the military or military-like actions and intelligence operations should not be privatized.
