A helmet cam cyclist was hit by a van driver, with an orange bottle, who was incensed that cyclists do not pay road tax which made him feel that he has every right to take it out on cyclists.

There is no 'road tax', it is a tax on cars. All taxpayers pay for the roads.

The motorist has been reported to the police.

"Road tax doesn't exist. It's VED, or 'car tax'. Motorists do not pay for the roads, we all do, via general taxation. In 1926, Winston Churchill started the process to abolish road tax. He didn't want motorists to think a token payment gave them ownership of the road. Road tax finally died in 1937, says DVLA"

Motorists need to be aware of this and not endanger lives.

First he turns in front of you, cutting you off. Then he starts deliberately luring you to pass by driving slowly halfway into the oncoming lane, then if you do come up beside, he pulls in front and cuts you off again. Very offensive driving right out of the start! Definitely a dangerous attitude this driver has and he should certainly be reported with this video. The police will very likely at least pop round for a chat about endangering "those silly cyclists."

I bet it will be the other way round. Police can be very pro-motorist. If I hear anything, will update this post.
