New Zealand won the second match on Tuesday by 55 runs after losing the first by 40 runs.
England made one change to its lineup from the one that was beaten at Hamilton, naming Joe Root in place of Samit Patel.
New Zealand named an unchanged side.
While both matches in this series have been won by the team batting first, the five Twenty20 internationals played in Wellington have been won by the team batting second.
"The stats here suggest that chasing is a little bit easier," he said. "But, again, in any Twenty20 cricket you just have to make sure you get your skills right.
New Zealand captain Brendon McCullum said he also would have chosen to bowl but he expected his team to rise to the challenge of setting England a tough total to chase.
