The Jamatu Nasril Islam (JNI) passed their verdict on Mohammed Bello Abubakar, 84, according to Sharia law. The former teacher and preacher lives in Niger State with his wives and at least, 170 children, and says he is able to cope only with the help of God. Abubakar, however, advised other men not to follow his example and marry 86 women. More

It is actually unclear from both, your Post as well as the Article, if you are talking about Niger or Nigeria. Two very different countries. Niger state does not exist only the Republic of Niger with its Departments or Provinces. 

Nigeria is a different country and not to be confused with Niger. So wish country are you talking about?

You are the one who is confused, Niger State is in Nigeria. Niger is one of the Muslim majority states to have reintroduced Sharia punishments since 2000. If you have read the original article you would have no need to make your comment?

There for Nigeria,  or the state of Niger in Nigeria. Yes, it used to be called bifurcated province. The are where the Biafra war took place, one of the worth genocide's in Human history.

 General Murtala Mohammed administration, the previous North-western State was bifurcated into Sokoto and Niger States. 

The conflict was the result of economic, ethnic, cultural and religious tensions among the various peoples of Nigeria. Like many other African nations, Nigeriawas an artificial structure initiated by the British which had neglected to consider religious, linguistic, and ethnic differences. Nigeria, which won independence from Britain in 1960, had at that time a population of 60 million people consisting of nearly 300 differing ethnic and cultural groups.
