WHEN Bob Harper began his search for a new home in West Hollywood, Calif., last summer, what he thought he wanted was a house. But he quickly changed his mind after his real estate agent took him to see a two-story condominium in Habitat 825, a 19-unit building at 825 North Kings Road that was nearing completion.
