The honorary citizenship was personally conferred by Hyogo Governor Toshizo Ido at Hyogo House, in the presence of high-ranking officials of the Kobe City administration and Yogyakarta Provincial government. A big gold-plated key was also presented to the Sultan.

"With this key you have been accepted as a Hyogo citizen. So, anytime you come here, you already have a key to open the doors of this building," Governor Ido said.

The Sultan expressed his happiness for the honor which he had never imagined. He then bowed to the Kobe Governor as an expression of appreciation.

The presentation of the key took place so suddenly and unexpectedly after the two had a meeting to discuss matters on how to manage natural disasters, especially earthquakes. At the end of the talks, the governor suddenly got up and walked quickly toward his staff asking for the golden key, symbol of a Hyogo Province honorary citizen.
