Did she jump or was she pushed?  Questions surrounding the circumstances of Estelle Lo's departure from City Hall during a contraversial period remain unanswered.

VANCOUVER -- Estelle Lo, who City of Vancouver officials say resigned voluntarily as chief financial officer amid concerns about the Olympic athletes village, left with a one-year severance package, The Globe and Mail has learned.

Employees who resign typically are not given severance. However, sources told The Globe that her resignation deal included severance of one-year's pay.


Perhaps Vancouver's new Mayor will get to the bottom of this when he takes the reigns.

That question could also apply to the conveniently timed retirement earlier this year of the City's General Manager of Community Services, Jacquie Forbes-Roberts. Forbes-Roberts resigned not long after Vancouver lawyer Gregory Bruce wrote to the City accusing her of "dictatorial" conduct "contrary to the rule of law".  Bruce had reviewed her decision to ban William Simpson from the Carnegie Center and Board meetings there approximately two weeks after he was elected to the Board.  Forbes-Roberts essentially interfered with the results of a democratic election.  Simpson remains banned from the Carnegie Center.   

City Manager Judy Rogers knew that the results of a democratic election at Carnegie that gave William Simpson a seat on the Board were being essentially overridden by Forbes-Roberts.  Questions about Rogers' tendency toward stripping people of powers extends to the Estelle Lo case.  According to columnist Allan Garr, Rogers had been stripping Lo of her powers, including her powers over the Endowment Fund, for some time. And Rogers wasn't always answering questions that Council had about the case of Lo, who was a Council appointee.  According to Garr, a number of Gregor Robertson supporters at City Hall, including his right-hand-man Mike McGee, would like to see Rogers fired.
