The U.S. Senate on Thursday joined the House of Representatives in approving legislation that would withdraw combat troops from Iraq over the next 11 months -- a plan certain to provoke a veto by President George W. Bush.

The 51-46 vote was largely along party lines, and like House passage of the same bill a day earlier, fell far short of the two-thirds margin needed to overturn the president's threatened veto. Nevertheless, the legislation is the first binding challenge on the war that Democrats have managed to send to Bush since they reclaimed control of both houses of Congress in January.

Now that the Democrats have satisfied their kook base, Washington can get down to business and agree on a sensible funding bill. We have had troops in Germany and Japan for over 60 years, and we brought democracy and aid to both countries. We will probably have to have some sort of military force in Iraq for 60 years as well, regardless of who occupies the White House.
