LONDON (Reuters) - England's strategy to reduce teenage pregnancies is working but the pace of decline is not enough to meet its target of halving the rate of conceptions by the end of the decade, scientists said on Friday. The number of under 18s conceiving fell by 3.2 percent in first years after the plan was introduced in 1999, compared to the five years before.
