The fire has burned about 68 acres according to Bill Nash, a spokesperson for the Ventura County Fire Department.

"Today is a day of damage assessment and mop-up work," Nash said.

The fire started just after 3pm on Tuesday in a homeless encampment near North Loop Drive, but it is not known if it was started deliberately.

On Wednesday, crews will work hard to restore power to homes on Ocean View Drive and all the roads are now open.

The fire threatened about 55 homes in the Highlands area on Tuesday night and residents were under voluntary evacuation orders but they can all return to their homes now.
