I'm not sure how people got the idea that cigarette butts aren't litter, but that seems to be general consensus of smokers. Even when there are cigarette butt holders or cans, people still seem to put them on the ground/table/doorjam/shrub/flower pot. It is infuriating!

Yes they are in deed and in Japan you can get a fine for not putting them where they belong or for smoking in areas other then the designated one's.
