In the article posted at http://my.nowpublic.com/environment/idea-battling-global-warming, I proposed that Carbon Banks and the whole carbon credit trade should be non-profit entities and that United Nations should redistribute credits much as it does wealth, aid, and military power today.  Many of the nations least able to pay monetarily for their protection and assistance from the UN have economies that leave them with surplus "carbon credit".  Just as the UN computes the financial contribution required by member states (meaning that the US pays 22% of the entire UN budget), it should also use the inverse computation to determine required "carbon credit" contributions.  This credit bank could then be distributed amonst the countries contributing the most in the way of money, food, medicine, and military power to offset the carbon production required by those countries to be able to produce the more tangible goods and services used by the UN in its various programmes.
