Developed nations should not use new climate regime to hide their failure

Speaking to the press on the sidelines of the United Nations Framework Convention on Climate Change (UNFCCC), Hira Jhamtani said the proposed Bali Roadmap -- a future framework to replace the Kyoto Protocol which expires in 2012 -- received many responses from participants at Wednesday`s conference.

There had been a shift in the way participants saw the post-Kyoto Protocol climate regime which was previously interpreted as the commitment of developed nations listed in the Kyoto Protocol`s Annex 1 or the world`s biggest CO2 emitters to the second phase of carbon emission reduction, he said.

The regime was now seen as an effort to replace the Kyoto Protocol on the assumption that the US would never be willing to ratify the protocol as stated by the world`s biggest carbon emitter, he said.
