Dirty! yes dirty practice in the Philippines
Well not so much dirty but unhygienic and not logic thinking, plus people are back to burning bio-gradable waste and causing a fresh pollution problem. The culprit seemingly is Dumaguete City, Negros Oriental, Philippines; Mayor Agustin Ramon M. Perdices or his advisors; Environment & Natural Resources Office Rogelio B. Clamonte and City Health Officer Dra. Talla.
The citizen Bio-gradable waste is not collected any more, the citizens are asked to make their own fertilizer. But how many know how, its leading to those that don’t and those with no time or too lazy dumping bio-gradable waste into a pit or dumping it in their garden to burn it once a week or more than once a week. Of course this attracts rats and vermin and the burning was banned but many Filipino’s will break the law.
Restaurants in the city have biggest problem as their bio-gradable waste is in greater quantity. Today I have heard complaints on the local radio station in regards to this un-logic un-sanitary situation. It can not be left in Filipino citizens hands to handle their own bio-gradable waste they will just revert back to the older times when there was a lack of garbage collection.
This certainly was not the intension of the Philippine Government that drew up plans and created the new laws that covers garbage collection its segregation and collection by local authorities.
Also it would seem Dumaguete City streets are not as clean as they used to be, the Mayor really needs to wake up to the fact there is an election next year. Perhaps he is at the end of his elective term, but the fact is this latest event gives power to the bow of the opposition.
I feel cheated as I moved from the Island of Cebu to Negros Oriental because of its good waste management and cleanliness now Dumaguete is becoming a dirtier and more unhygienic city to live in. Back in Liloan where I used to live the Mayor Duke Frasco has made bold changes and Liloan has become a clean hygienic place to live, when before it was just the same as Dumaguete City is becoming a dirty city and worst still no bio-gradable garbage collection. Perhaps if it gets worst I should head back to Liloan of course this dreadful problem will affect the tourism.
As people know I do a lot to promote people to visit the Philippines and in particularly to the beautiful Island I live on but I must tell the truth about what I see here in the City of Dumaguete of which does not reflect on the cleanest of the rest of Negros. In respect of balance of the facts I have ask the Mayor to comment on this article and as he is a good guy that works hard for the city and its development I feel that its not his fault that one or more of his team has let him down and not following his plans..

That would be easy to fix with some sound consulting and little investment.

I would suggested the problem could be dealt with at local government level call Barangay's that a plot of land be used to make compost there have been many stories of Barangay's actually making money out of selling the compost such project pay for themselves and allow new employment opportunities. It's just a matter of the setup cost using local skills and making the equipment. Its always a matter of finding the money.
I have an idea that the local open pit dump is getting to full and though the citizen seperate the garbarge there is been a problem at the dump site in recycling the waste. The Mayor had been advised that the citizens could create their own compost. In theory this is true but the reality that everybody does not care or no time to care or just lazy. It causes a big problem to what I think was a good well meant idea.
The biggest problem is the resturants that have not the space and facilities to process their waste into compost. In fact that causes a health hazard.
However this all could be a political ploy by a Mayor to get funding from government to set up Barangay compost stations as its hard for the city to keep up with the garbage recycling. Perhaps he is trying to get funding to set up a more efficient compost station for the city of Dumaguete City. That would then be commendable and probabily the correct assessment of the situation and a last option I expect for a Mayor that I am sure would of tried every other option to get development funding for such projects from the President of the Philippines.
However meanwhile many citizens here will be burning their rubbish till the matter is sorted out. Meanwhile my compost making is going to be at full tilt and I actual need good fertilizer as I am developing a nice large garden on this proberty I rent. Growing my own vegetables as well as many beautiful tropical flowering plants. So this suites me very well, but for my neighbors smoke.

This is sad news - how long have these events been happening? Do you think there's anything that can be done to change it?

About a week and I have all confidence that the Mayor will resolve the issue, so to speak he is doing it his way.
