In mechanics one is taught that - To every action there exists an equal but opposite reaction. But given that is that not true about everything when divisions exist?. Strange as it may be to all the Positive Technology Developed one has also to Develope counter-measure Negative Technology to safeguard against others having similar Powers. There exists ONE BIG PROBLEM though should the weather become a medium for future warefare since if strange enviromental conditions were to result each side wouldn't know if the other were responsible for it!. But saying that Plutonium didn't exist before 1945 and thats still around as a contaminant resting below settled water deposits.
