As President Bush is on his way out, he wants to take some endangered species with him. He wants to relax the rules protecting various species, but the Democrats want to overtun any last-minute changes.

Today is the last day that the Bush administration can publish new rules that will have time to take effect before Obama is sworn in. Otherwise Obama can just undo them with one signature when he becomes President.

A rule eliminating the mandatory, independent advice of government scientists in decisions about whether dams, highways and other projects are likely to harm species looked likely to meet the deadline, leaving the only chance for a quick reversal to Congress.

 "The world's smallest monkey" is an often heard slogan.  The Philippine tarcier, (Tarsius syrichta) is a protected species,' tarcier' is still threatened by pouchers, and the destrucrion of his natural forest habitat. Many years of both legal and illegal logging and slash-and-burn agriculture have greatly reduced these forests, and reduced the 'tarcier' population.

He is getting writer's cramp from creating new regulations and signing regulatory alterations into law attacking every kind of progressive regulation or environmental gain one can think of.

The creep is creating over 254 new pro-business regulations, ranging from weakening restrictive environmental regulations on all kinds of pollution producing industries like making it easier to coal mine mountain tops, and easing restrictions on coal fired electrical plants, reducing restrictions on pollutants mines and big agri-business farming operations can pour into rivers and the air,  reducing restrictions on destructive deep ocean fishing practices, easing controls over global warming gas emissions to industry, and relaxing standards for drinking water, just to name a few.  He is leaving no stone unturned in his search for ways to make life for all members of the American commons and all Global citizens worse.

From an article on the subject:

"Once such rules take effect, they typically can be undone only through a laborious new regulatory proceeding, including lengthy periods of public comment, drafting and mandated reanalysis.

"They want these rules to continue to have an impact long after they leave office," said Matthew Madia, a regulatory expert at OMB Watch, a nonprofit group critical of what it calls the Bush administration's penchant for deregulating in areas where industry wants more freedom."

These actions are nothing more than the vindictive actions of a shriveled little psychopathic bully who was given far more power than anyone like him should ever have, and those devils he surrounds himself with.

If there ever was a truly evil entity of global proportions it is George W. Bush.

How is it possible? I don't understand the political structure very well, but doesn't he have to get it passed first before signing, or does he have carte blanche?

. . . Congress is taking a break from their consideration of weighty matters such as who to give the next $25 billion no strings attached.

When it comes to Federal Government regulations he can do as he pleases, and Americans still believe they live in a democracy!

Congress passes laws but does not write the regulations.
