The damage to the economy will be extensive, according to a study by the Environmental Protection Agency. EPA predicts that if a cap-and-trade program were enacted similar to the one debated last year, the U.S. gross domestic production would decline between $238 billion and $983 billion by 2030. Gasoline costs would rise 60 percent to 144 percent by 2030, according to another study by the National Association of Manufacturers.
