EU Parliament: All new buildings zero energy from 2019

Already on April 23, 2009 the European Parliament voted in favour of a bill which states that from 2019 (12-31-2018) all new buildings have to be zero energy ("where, as a result of the very high level of energy efficiency of the building, the overall annual primary energy consumption is equal to or less than the energy production from renewable energy sources on site" Source: http://www.europarl.europa.eu).

This plan is supposed to be achieved by:

VAT reductions for goods and services related to energy efficiency and renewable energy.

Increasing the share of European Regional Development Fund money available for energy-efficiency measures to at least 15%

Establishing, by 2014, an Energy Efficiency Fund financed by the Community budget, the European Investment Bank and Member States, to promote private and public investment in projects increasing the energy efficiency of buildings, and


Member states are not only supposed to adjust national legislation to this decision but also to further encourage the upgrading of energy efficiency of existing buildings.

Smart meters should be installed by default in all new buildings, as well as when renovating older ones, MEPs stated.

All buildings undergoing renovations which cost more than 25% of their value or cover over a quarter of its surface would have to meet national energy efficiency requirements.

They deleted a Commission proposal to exempt holiday homes which are used for less than four months a year from the rules.


Public statements to this law have been minor and only few are aware of its existence. To what extent it is feasible or not is highly controversial especially when considering the varying levels of development among EU member states.
