Their smoking rubbish pile has become a permanent feature of this lovely and green part of the city, guides incoming planes and probably features on Google Earth. That it might upset the worshippers at the lovingly cared-for Hindu temple a few paces away is for them to say.
Now, of course I'm not supposing that the law is simply and blatantly broken here. 59 different government offices are said to reside on the premises, so decisions must not be hurried.
However, in order to comply with the law whilst contemplating the many possible approaches without undue haste here my solution.
Why not use the Emergency Fire Brigade water outlet situated 10ft away to put any fire out. Instruct the staff to put confidential papers (e.g. Sales Tax Department, no less) in the shredder! Oh, and while you are at it confiscate matches and lighters at the gate, because smoking is bad for us; inside buildings and outside!

The burning has stopped and I got this Mail:
Dear Sir / Dear Madam,
We noted your kind message and understand your concern.
We shall take it up with the CPWD officers in-charge of the premises
and get this followed up.

If it has indeed stopped for good the matter can be seen as solved. Let me therefore finish with a heartfelt "Thank You" to anyone involved in finding a quick solution.
