Actually, there are no permits. This sign is because of a ongoing battle between the State of Utah and the Goshute Indian Reservation. The Goshutes want to store Nuclear Waste on the Reservation. Utah does not want the stuff on the roads, and passed a law forbidding transportation of the stuff except by permit. To date, I think nobody has been approved for a permit.
