Raining supercool water

Today the temperature was just below 0C° and in the morning it was snowing slightly. In the evening snowing turned into rain of supercool water. This means that rain drop's temperature is below normal freezing temperature. This causes the phenomenon, that the water freezes immediately, when it hits the surface.
On the other hand, it causes beautiful "art of nature" as the needles of the trees capture ice cover, but on the other hand, it creates dangerous circumstances in traffic, when the roads can turn to be ice skating rinks. Especially, when it occurs in April and some drivers have changed already summer tires.

Where is this happening? What is the context to make it news? Perhaps knowing where might help. We've had freezing again, and rain, too.
