The housing at the top of this picture may not look great. It may not BE great, but it is in exactly the right place for the inhabitants. Why can't the Municipal Council improve the facilities and leave the people alone? I included this pic because it's so clear that the market reall works for both traders and customers.  All it would need is for some sensible professional (me? for instance?) to talk with the users to find out what specific low cost improvements would they most like to have that would improve their immediate living conditions, and their long term health.  You don't need some sophitisticated survey data and some long tern "development" plans! A huge improvement could be made within weeks that woul d substantially improve this area AND gain the trust of people who have learnt to distrust local politicians!
