Most Bangkok people are completely fed up with the gross incompetence shown by the inexperience new Prinme Minister (who likes the photo opps) and the Bangkok Governor. Often they row in public on TV and may issue orders and then change their minds about the orders. They also neighbourhoods off against each other, over which sluice gates to open and which ones to close. There seems to be no overall plan and little willingness of the agencies to work together.
