The nearest banner is advertising Earth Hour. In the distance, the red star of the Kremlin wall is visible. Although there are still lights, in my memory the Kremlin is usually more of a beacon, but I can't say for sure whether it was less illuminated than usual.

An Earth Hour banner hanging over Tverskaya Ulitsa in Moscow, Russia, at about 9:15pm on the 28th. The Kremlin towers are visible in the background.
