City workers digging along the 300 block of East 1st Avenue this morning have ruptured a Tersan gas line. Crews abandoned their equipment and retreated as loud hissing of gas and the acrid stench of natural gas filled the air, but representatives from Terasen at the scene denied it was an emergency situation requiring evacuation, despite a 67 unit residential building at 336 East 1st Avenue.

Ruptured gas lines are apparently an ongoing problem in BC, according to this CBC news report.
