Websites which explain how to make bombs will be banned under proposals being drawn up by the European Justice Commissioner.

The plan is part of a range of anti-terrorism measures to be considered by EU members in October.

European Justice Commissioner Franco Frattini is also set to put forward proposals to collect all data on airline passengers flying into and out of the EU.

The system would be similar to the one used by US authorities, which allows them to keep passenger details for up to 15 years to use in terrorist investigations.
