Everybody in the U.S. must register their nationality with the U.S. Government

Nobody knows how many Mexican citizens are in the United States. 12 million is just an estimate. It could be a far greater number. And besides, non-American-citizens should not step foot in the U.S. without permission. Some that sneak into the country could be part of terrorist sleeper cells.
