Facebook ad using Robert Scoble

This is the first time I’ve seen an ad like this using one of my facebook friends.

I created a page for our clothing line (Activist Apparel: tamu.facebook.com/profile.php?id=20809306816 ) and never saw this option. I can only advertise it on the side in the facebook flyers. I need to figure out how this Social Ads thing works.
