Fallout shelters in our future

Is the international nuclear non-proliferation regime on the verge of collapsing?  Europe is down the drain, if Algiers and Cairo and Rabat go nuclear.  The Times article is very much a prospective look at a future that may never happen: but, still,  Pyongyang, Tehran, Pakistan....  If the United States and her allies do not now deal with the real threat of the spread of nuclear armaments then Stanley Kurtz at National Review's Corner is quite right to direct us to the fallout shelters.
