Being touted as a non lethal weapon and said to be reminiscent of the Jedi light saber, Homeland Security is investing one million dollars for testing the LED Incapacitator, nicknamed by some, the "puke ray", because reaction to the strobe light that is meant to disorient can vary from vertigo to nausea.

We have some additional coverage here; it reminds me of Minority Report. I think Demolition Man had some sort of nonlethal police baton as well, but I don't remember.

If I recall, I think the thing in Demolition Man was some sort of sonic, stun baton or something.
