Prime Minister Stephen Harper is poised to pre sent a solution to the so-called fiscal imbalance between the federal government and the provinces, The proposal would exempt 50 per cent of revenues from natural resources rather than the 100 per cent previously promised to Saskatchewan, Radio-Canada said.
