Chinese Premier Admits Responsibility in Melamine Milk Scandal

Chinese premier, Wen Jiabao, in an interview published in Science Magazine accepted partial responsibility for the milk scandal that has killed four and sickened thousands of children.

It is a rare admission by a member of China's leadership, which still needs to cultivate popular support and strengthen bonds with ordinary citizens. Wen, who has made a reputation as a man of the people, is widely popular and has won admiration for his visits to the country's poor rural areas and his work to rally victims of the devastating May 12 earthquake in Sichuan province.
This is indeed an about face for the Chinese administration that has gone from one interpretation of this scandal to another.  At first, they declared that only a few were involved in this latest food scandal.  As the scope of the disaster was known and the anger of the people escalated, it became clear that nothing short of an official apology would be acceptable.  The admission of some responsibility falls short of that, but is a start.
