Delaware Opened Pandoras Box Unleashing Evil On Humanity

In 1997, the state of Delaware, allowed its’ Department of Corrections to activate an advanced weapon surveillance system that enabled the state to invade anyone and everyone’s privacy without their being aware, to unduly influence the minds of individuals (behavior modification) and to subject them to torture that violates national and international laws, regulations and treaties.

This system was used on others unknowingly and myself and due to my making it known that I was aware of what was occurring I became a political prisoner that the state and the DOC did not want to allow out of confinement.

As a result of my reaching out to organizations and others for assistance attempting to make them aware and refusing to acquiesce to the demands of the DOC they launched a campaign designed to discredit me at any cost so that no one would ever believe my testimony.

I had labels assigned that portrayed me as being insane, a liar, suicidal, a pedophile and countless others so that no one would engage me in dialogue but instead view me as being too despicable and beyond redemption.

In order to attempt to make some of the labels justifiable they had staff to tell some of those that I had contacted that I was a mental health patient and was fabricating all that I had written. This was done to dissuade them from wanting to investigate any of my allegations.

They spared no expense in trying to validate the accusations even resorting to moving me several times a month to the infirmary to give the other residents the impression that I was mental.

I was assaulted on three separate occasions by staff members and sprayed with pepper spray directly in my face on another.

They told me that I was praying to the wrong God, that the Bible was a fairy tale and that none of it was true, that the God I prayed to would not help me, to give up and end it all to spare my family the pain, that I would be doing everyone a favor if I would end my life, that if I would stop praying that they would stop the harassment and torture to list a few of the lies that they were telling me.

The casting of aspersions included any and everything negative and degrading that you can imagine and even could not ever imagine.

I was simply a child of God desiring to grow and to obtain peace, strength and contentment via the Word and He that abides inside of all that are truly His and yearn to be pleasing and acceptable in His sight through our words, our actions and our every thought.

But all attempts were made to deprive me of this and even included the disruption and dissolution of a prayer group that had been established, the taking of my religious material, the mockery of my prayers and so many more blasphemous actions.

I was participating in three Bible correspondences courses simultaneously and every effort was made to disturb me and prevent me from completing the courses.

Once during one of their verbal harassment campaigns I made the guard aware that they had no idea as to what they had done by activating this system that. I told him that they had opened up Pandora’s Box which is a reference to Greek mythology concerning the unleashing of evils upon humanity.

(Pandora had been given a large jar and instruction by Zeus to keep it closed, but she had also been given the gift of curiosity… When she opened it, all of the evils, ills, diseases, and burdensome labor that mankind had not known previously, escaped from the jar, but it is said, that at the very bottom of her box, there lay hope.[7] )

There is no reason to think Pandora acted out of malice in opening the jar, for she was exercising her curiosity, and when she saw what was let out of it, she quickly closed it.[8].

The state even had a contract attorney assigned to cause problems for me after I had gone Pro Se and filed my Rule 61 motion that was subsequently granted resulting in my overturning the illegal and unjust sentence that had been imposed.

They allowed or should I say assigned the same judge who handed down the excessive sentence to rule on a hearing requested by my contract attorney to order a competency hearing which resulted in my being incarcerated for an additional six months beyond the time in which I should have been released.

But prior to all of this, knowing that I was about to escape from the states’ forced imprisonment the Prothonotary office refused to allow homes that were submitted to cover my bail to be accepted.

The state even went as far as to say that a home that had been appraised at considerably more than twice the bail requested by the state was not adequate. Then two separate homes which together were valued at more than four times the bail were not sufficient.

The state of Delaware had committed a grievous error by thinking that this lab rat who would not give in was having his prayers answers and they were forced to pull all stops to prevent it.

After my illegal and unjust sentence had been overturned I had a guard inform me that they were going to play hard ball with me now and that I would never be getting out.

Despite having my competency hearing a week prior the security superintendent decided that I was to be made a “31” which meant segregated from others for the duration of my stay. His reasons were that I was suffering from several mental disorders and that he was going to have their doctor to overrule the outside doctors and force me on medication that would have left me a drooling babbling idiot more than likely not even able to control my bowels. 

All of this directed at me, why? During my prior visits I had never received a major write up for anything. Now here I am having enough paper written up on me to do several chapters of a book. Here I am having been moved 19 times in less than a year in order to portray an image to others that was a lie but would assist with substantiating their lies about me. Here I am having been physically assaulted by guards three separate times, pepper sprayed once, forced to fight other residents on three occasions, not being allowed to be released on bail for non violent misdemeanor charges, being illegally detained for no reason other than to inconvenience and delay the inevitable (which was my regaining my freedom) and many other unusual and disturbing occurrences. Why?

Why was I made a political prisoner? What was I aware of or had knowledge of that made me a threat to the state of Delaware? Why would the same judge whose illegal sentence had been overturned by me be allowed to rule on a hearing afterwards? Why, Delaware?

My God is real and His Word is real. He does answer prayers and proof of that is the door being opened in one third of the time that the judge had decided I should held. He is real because He was there to help me with my legal work which resulted in my freedom. Despite the fact that no attorney would take my case and one firm even returned a retainer. We all know that lawyers do not give back money yet a firm did after a visit to where I was and speaking with staff there.

I was and still am a political prisoner of the state of Delaware because the same weapon that they unleashed in 1997 is still active, is still invading my privacy, is still subjecting me to torture and is still influencing others to act out of character towards me due to what I know.

But through it all or should I say despite it all, I still have not lost my faith in Jesus, nor my love, nor my desire to grow spiritually stronger and closer to Him.

I had been labeled the man of god in 1997, to make light of my Bible study and my earnest prayers. Why would they make fun and attempt to degrade a title that is earned by members of the clergy? Evil and demonic inclinations are the answers as well as no love nor respect for the Lord.

As I stated previously my Jesus is real and He has proven it to me on more occasions that I can count. He has also shown me that the best laid plans of man are naught to Him if it is not in alignment with his desires.

The state of Delaware needs to terminate the system that they activated in 1997 because more harm has been done than you are willing to admit to already and its continued use will only continue to cause suffering and pain both mentally and financially to innocent citizens unjustly.

 Also God brought a remarkable, caring and compassionate woman into my life and her name is Ms Bonnie Kerness of the American Friends Service Committee. She made me aware of what was being used and directed me to my friend Mr. Harlan Girard of the International Committee On Offensive Microwave Weapons. Ms Kerness and I still communicate from time to time and she is still eager to assist if needed. This remarkable woman is known internationally, has spoken at the UN numerous times, marched with the late Rev. Dr. M. L. King Jr. and despite having retired from full time work still is a avid civil rights and human rights worker trying to help others. The Lord has placed wonderful people in my life despite the evilness that was unleashed to manipulate and influence the minds and lives of countless others without their knowledge and without their consent.

It is a bit ironic that Delaware activated this system that is impacting on anyone and everyone with and without their being aware and the same year U.S. Senator John Glenn was attempting to have legislation enacted to prevent what Delaware was doing. Read Senator Glenn's attempt below.

A. In 1997 U.S. Senator John Glenn introduced legislation in the U.S. Senate titled Human Research Subject Protections Act of 1997 (S.193, U.S. Senate, 105th Congress, 1st session). 

Introducing S.193, Senator Glenn made the following comments on the floor of the U.S. Senate:

"In 1993 the Governmental Affairs Committee began to investigate the cold war radiation experiments. These experiments are one of the unfortunate legacies of the cold war, when our Government sponsored experiments involving radiation on our own citizens without their consent. 

... During the course of this investigation, I began to ask the question, what protections are in place to prevent such abuses from happening again? What law prohibits experimenting on people without their informed consent? 

What I found, when I looked into it, is there is no law on the books requiring that informed consent be obtained. More important, I believe there is a need for such a law, as there continue to be cases where this basic right - I do view it as a basic right - is abused. 

... we still don't have a law on our books requiring that informed consent - those two words, 'informed consent' - be obtained prior to conducting research on human subjects. 

... there is a very elaborate system of protections that have developed over the years. Unfortunately, though, this system does have some gaps and, if enacted, I believe this legislation will close those gaps. 

Unfortunately, Mr. President, there are ongoing problems with inappropriate, ethically suspect research on human subjects. It is difficult to know the extent of such problems because information is not collected in any formal manner on human research. 

The Cleveland Plain-Dealer [a newspaper] in my home State of Ohio has recently reported in a whole series of articles, after much investigation of this issue. 

... The Plain-Dealer uncovered a number of disturbing cases, very disturbing cases as a matter of fact, where people were either unaware of the fact that they were involved in research or were not provided full information about potential side effects of research. The series raises very serious questions about the adequacy of our current system of protecting human research subjects. 

... The Plain-Dealer uncovered much evidence to suggest that the Federal Government continues to sponsor research where informed consent is not obtained. And this fact disturbed me greatly also. 

... Under current rule and executive order, it is possible to waive informed consent and IRB review for classified research."

In the text of his proposed legislation, Senator Glenn noted the following specific deficiencies in current protections for human research subjects in the U.S.:

"(a) FINDINGS- Congress makes the following findings:

(5) In 1995, the President's Advisory Committee on Human Radiation Experiments found that there are significant deficiencies in some aspects of the current system for the protection of human subjects. In particular, the Committee found that some consent forms currently in use are flawed in morally significant aspects.

(7) Some agencies of the Federal government sponsor research involving human subjects, but these agencies have not adopted the Common Rule as provided for in part 46 of title 45, Code of Federal Regulations.

(8) Private individuals or institutions that do not receive any Federal funding or that are not seeking the approval of the Food and Drug Administration for a drug or device, and that sponsor research involving human subjects, do not need to abide by the requirements of part 46 of title 45, Code of Federal Regulations.

(10) Notwithstanding paragraphs (1) through (9), no provision of United States law explicitly requires that informed consent and independent review of research involving human subject be obtained."

The Human Research Subject Protections Act of 1997 has not been ratified. 

What is most disturbing about all of this is that the majority of people who are aware of being targeted are not certain as to who is actually doing it to them.

I have evidence that points to the D.O.C. in Delaware activating this system, I have others as well who know that this began when and where I have stated and most disturbing is that despite filing four civil rights complaints over a seven year time span only one federal judge has been designated to deny me justice and shut this system down thereby protecting others as well.

But no one seems to find that strange. Why?
