Friends assured him that lottery wins of this size historically are normally reserved for ineffective government officials, bureaucrats, CEO's and other people in positions of power who regardless of their poor performance can reap huge monetary windfalls.

One can only assume now, with this new found knowledge from his friends he will now actively search out new employment opportunities where failure to perform can be richly rewarded.
