The Houston Police Chief, Harold Hurtt discloses that twenty one weapons have disappeared from the police property room.  Among these weapons are pistols, a shotgun, and at least one assault weapon.  Two of the weapons have been recovered from criminals.  Coming on the heels of the controversy concerning the forensic laboratory at the Houston police department, as well as controversies concerning the HPD chase policy and the HPD use of taser weapons; one might come to the conclusion that the entire city police department is troubled.

Owing to the hesitancy of the Houston City Council and the office of the Mayor to aggressively address the problems of the Houston Police Dept. the question must be asked; "Can Houston do better?" .

Would the institution of random drug testing within the Houston Police Dept. be among the steps that might be considered?

Clearly something appears to be terribly wrong.
