Implosion in Governor Perry's Texas Youth Commission

When the sexual scandal at the West Texas State School broke, fissures spread to all the states TYC institutions. Massive physical abuses to youth and misuse of state resources, became secondary to the sex scandal. Large fractures began to appear all over the state. The magnificant stallion that had been TYC, was now a bleeding, crippled beast.....ripped apart by corrupt administrators. Ripped apart by power hungry wolves, disguised as managers. Some top managers, well aware of Randal Chance's book "Raped by The State", retired before the earthquake began. Documents exposed by the Houston Chronicle and Dallas News show that the governor's office and top TYC officials communicated about the book that foretold the impending statewide scandal and collapse of the TYC.


Documents dated in 2004, far before the Texas Ranger investigation, were downplayed, apparently in hopes that the scandal would dissolve. Not so. Almost everything in the book......the corruption, the mismanagement, the illegal detention of youth, the misuse of employees, the cover-up and altering of reports, the manipulation and undermining of the youths and employees grievance systems....the widely available sex, drugs and gang activity....has been discovered by state investigators. The medical issues; lack of proper care, staff using youths medications, youth taking unknown medications...thats still to come. 


Much of the criminal conspiracy has gone on for years. How could top administrators not be aware of so much corruption? How could this gang mentality by management go unexposed, for so long? The good ole boy system was indeed in place in TYC. The gang was very powerful and held all the key administrative and manager positions. The gang's influence touched many top officials. The gang that mislead TYC for years has now fractured this once proud agency of good and caring employees. The public trust is shaken. Thousands of youths have been victimized by the agency that was supposed to provide treatment and help rehabilitate them.


This sad and shameful story of the misuse of power by public officials should bring attention to all those who are responsible to the public, especially the young troubled youth of America and the world. Those who allowed this to happen, must be held accountable. If the crew of the Titantic drills holes in the bottom of the ship, should the Captain be held accountable? Sure he should. Did the Captain do the type of back ground checks like TYC did? Were the checks flawed? How can TYC criminals be in charge of TYC inmates? Well, they were. Many TYC youths were changed to refined criminals, simply by the daily criminal conduct surrounding them; including that of management.  The buck stops at the top!

Mr. Chance, I've read your book.  I invite you to go to my blog where it is mentioned.  I have a question for you, however I do not wish it to be taken as a slam.  I commend you in your effort involving the book.  It was likely the catalyst that served to bring the story to public attention.

I am curious as to the following;

As a former member of the TYC Inspector Generals's staff, you obviously had knowledge of this matter long before you wrote your book.  It appears that the book was written only after your own retirement.  The thing that I cannot resolve in my own mind is that considering the material contained in your book; how could you have kept this information until your retirement?

I admire the fact that it was finally brought forth.

My original plan was to release the book before I retired, as noted I mentioned some protection act be enforced. I had already brought problems to my boss, his boss, informed Austin officials and sent letters to the board. It became obvious, as my book implies, that the management structure of TYC was tainted with corrupt administrators who could make my life miserable, if I upset them too much. I had  one boss at WTSS and one boss in Austin, again a dilemma; but set that way as a means of control. I suspected that I would be threatened, as I was....when the book was released.


The main reason that I held the book, was a lack of funds. Publishers were not interested in the book, and I could not afford the self-publishing plan, that I used, until I retired.

Because I believe it to be true.  As an ex-TYC employee, I feel I suffered some of the same treatment Mr. Chance did.  I worked my way up, starting as, at that time, a Yas I.  Progressed to a Yas IV, in 13 months, went back to school and then was a CW III, working in a specialized treatment program.  I worked hard, gave a lot to TYC, in order to, (I believe I made a difference) help the troubled youth we served.  Then, I began to question central office, and our administrators, and my career was over.  Every time I put in for management training to become a PA, it was denied.  So, I moved on.  While my bitterness has subsided, I feel strongly the chief execs. haven't got what they deserve, having violated the trust and leadership of so many.


Another gentleman wrote asking why Mr. Chance didn't report earlier.  I can state there were many attempts to report, various activities at the school where I was employeed, and it was always to no avail.  It was either ignored or you were given the look to shut your mouth.   Mr. Chance was lucky he got to retire, a career and work I was dedicated to ended, before it got started.  I did contribute 10 years, and still have several friends with TYC, who I know to be caring, professional, individuals, that truly have the best of interest in the Youth they serve.
